Natural Environment and Rural Communities Bill

My Lords, I hope that I made it clear that the Government would seek to use all those bodies that have responsibility in this field—those that the policy and commitment would be through. The question is whether or not, in the Bill, those bodies as opposed to the Government should be the signatory to the convention.
