My Lords, forgive me, but at Third Reading it is pertinent that the noble Lord refers to the amendment and not to a debate on the substantive issues of either that clause or other clauses that might be relevant to the Bill. We should stick to the procedure. I am perfectly happy, as he surely knows, to debate issues of substance outside this House, but if he wished to return to this issue, he could have tabled an amendment, to which I could have responded fully at Third Reading.
