My Lords, I thank the Minister for her letter, but I do not accept the explanation that she gave that the officials needed time to consider all the recommendations. I do not see why your Lordships’ House should not be considering them in parallel with the officials, instead of after the officials have finished with them. I should like an assurance from the Minister that the report will at least see the light of day before the other place has to consider the matter.
