I appreciate the point the Minister is making. This was a probing amendment to find out the thinking behind this, and I do not think our advisers have seen the weight to be placed on the word ““otherwise”” at the beginning of paragraph (b). We will take it away, but I do not think we will return to this one. I beg leave to withdraw the amendment.
