The noble Baroness said: I shall take Amendments Nos. 340 and 340A together. Amendment No. 340A replaces ““having regard to”” with ““including””. There is a possibility that ““having regard to”” could give rise to different interpretations of the weight given to the matters that follow, which would be averted by adopting the amendment. I beg to move.
