Company Law Reform Bill [HL]

I thought that it had been assumed that there would be full consultation. I can see no circumstances where that would not take place. There is perhaps a distinction to be made between market abuse, which was very controversial, and the guidance. Was the guidance controversial too? That is a slightly different issue.
