Let me deal with the question of additional costs and the implication that this will lead to a great deal of box-ticking and extra work. I do not see that this is important either way. The question is whether or not the auditor is doing the job properly. If he is not doing it properly, no amount of box-ticking will deal with the situation. If doing the job properly leads to additional costs, it seems to me that that is a good cost to incur.
