Does the Minister agree that if one were managing a lottery fund, the best way to get one’s balances down would be to increase the number of grants made, lower the average value of the grants and make the period for which one gave the grant shorter? That is probably the most powerful way of doing what the Government have been looking for. Does the Minister have any statistics that would show whether that has been happening?
