I shall make the briefest of interventions on the emphasis of using the National Audit Office to fulfil the role suggested by the amendments. I remind the Committee of the National Audit Office report in July 2004 on this very subject. It said:"““significant reductions in balances could take time. There can be considerable time lags between distributors making commitments to pay grants and the grants actually being paid. This is especially the case . . . for large projects””."
