I am very happy to write to the noble Baroness and to other noble Lords between Committee stage and Report stage to give full details of the consultation that took place. The broad consensus was that we want a scheme that is very simple to administer and will not get us involved in disputes. That is why the strong consensus was for keeping the current system. I am very happy to write to the noble Baroness or to meet her to discuss the matter further.
