The noble Baroness will see from the draft regulation that there is an amendment to the current regulations. It seemed much more straightforward to make an amendment to the current regulations; after all, it gives more flexibility in future. We have already talked about issues relating to flexibility. I should have thought that it was more sensible to consider how experience relates to the 56 days: after a certain period of time when there is evaluation of how the new package is going, there might be a requirement to make changes. Being able to do that within regulations gives us flexibility, and so it is the most appropriate way in which to do that.
