I thank the Minister for his reply. Those were exactly the points that we sought to clarify. However, if the Government have conceded that the issue is important, why cannot it be on the face of the Bill rather than being left to secondary legislation? If the provision were put in the Bill, in theory it could be acted on faster than if we had to find a slot to debate regulations.
