Yes, indeed. Given what the CBI has said, I ask the Minister—and he can write to me—why does Clause 9(3) state that:"““The Secretary of State may, with the concurrence of the Commissioners for Her Majesty’s Revenue and Customs, by regulations specify circumstances””,"
where they may take on liability for such payments? That may very well be what the CBI latched on to.
I understand what the Minister was saying about errors. I could be very ungracious and say there have been all sorts of problems with computers—for example, in the Child Support Agency. After my probing, perhaps it is just as well that other noble Lords in this Room do not want any more burdens on taxation, and we will let the matter drop.
