I have no problem with Amendment No. 3A. We are trying to find the correct way to do this to ensure that the problems that have been identified do not occur. I suggest that Amendment No. 3A approaches the problem from another way. Amendment No. 4 might create a market, although I would hate to think that that would be a possibility. We have to find a way of ensuring that an employer genuinely knows who is the father. I would assume that the mother would know who was living with her and who had responsibility for the child. I found the word ““biological”” somewhat easy to start with because I like to assume that all is done that way, but of course that is not so in real life. I think it should be anyone whom the mother is prepared to say is acting as the father, is working with her to bring up the child, is taking full responsibility and maintaining the child and indeed, if possible, the mother.
