I am most grateful to the Minister for his reply to the noble Baroness, Lady Walmsley, who supported the amendment, and to the noble Earl, Lord Listowel. I recognise the complexity of the arrangements and the need for consultation. As the noble Baroness, Lady Walmsley, said, the matter is so important and it is a very small group of people. I am afraid that there are already too many babies in the system who are moved around from home to home. Recent research has shown that because a baby exists only at sensory level, when we move that baby away from what is known and familiar—your look, your feel, your touch, your smell—it panics. And when it panics, some of the neural pathways close down and they never reopen. Then, as they get older, we have troubled, difficult teenagers. I recognise that the Government have a desire and a clear commitment to see this through. We will keep watching and keep reminding. I beg leave to withdraw the amendment.
