The Minister has a great advantage over the rest of us because the trump card that he can ultimately play is the statistical one, which can wrong-foot us. Can the figures be substantiated? I do not doubt the statistics, but it is rather like being at school and the teacher wanting to see the working and reasoning behind your answer.
