My Lords, there are two separate definitions of ““inspector”” in the regulations. The first refers to an inspector who is appointed under Regulation 16; the second refers to a veterinary inspector, which means a veterinary surgeon. Paragraph 18 refers presumably to what the Minister has just told us will be meat hygiene inspectors. Will these hygiene inspectors really carry out all these duties?
