The hon. Gentleman rightly referred to the rather blunt criticisms of the Public Accounts Committee and the National Audit Office in respect of the Court of Auditors as part of the chain. Criticisms of OLAF include the point that"““There is no independent control of the legality of investigative actions.””"
It cannot get much worse than that.
