: I have been absent for only the best part of 30 seconds of the Minister’s speech, but he seems to have introduced my contribution rapidly. Does the Minister agree that the Government’s explanatory memorandum states:"““The reservation is that in the absence of effective internal controls the ECA cannot be certain that transactions relating to the sundry debtors item were properly recorded””?" For practical purposes, it is clear that the Government believe that the Court of Auditors is right to say that there should not be a discharge because it does not know exactly what is going on.
