I am sorry that the right hon. Lady has so little faith in local democracy. She talks about maintaining the tripartite relationship. Will she comment on the concerns of the Association of Police Authorities, which has said:"““These provisions represent a fundamental constitutional change and a significant shift in the balance of power within the tripartite relationship. The APA will vigorously oppose them.””"
