Constitutional Reform (Prerogative Powers and Civil Service etc.) Bill [HL]

My Lords, I am grateful to the Minister, but will he take account of the recommendation in the ninth report that special advisers should be separated out as a category of government service, distinct from the Civil Service? At present there is confusion between the work of the special advisers and the work of civil servants and Ministers. That is a recommendation that needs to be seriously considered.
