My Lords, I might surprise the Minister by asking a question on this order. We in no way oppose the Gatwick Express exemption order, but the Minister said that it might take two decades to make all carriages comply with the Act. Will many of the carriages be converted towards the end of the two decades? One would obviously be unhappy if considerable progress towards compliance with the Act was not being made during the whole period.
