My Lords, that is an interesting point. I will rely on the usual ministerial response that I will have to ask the usual channels. I cannot commit our Whips to any such thing, whether it is a free vote or not. I can speak only for myself and the health team. I believe that we will have a rousing vote for Part 1, especially since it is a manifesto commitment. We might indeed wish to go further, as I indicated in my speech, in terms of banning smoking in care homes, prisons and so on.
