My Lords, I am grateful to the noble Baroness for giving way. I said that it would remove, not all, but the majority of, the problem. The majority, given the speech of the noble Lord, Lord Skidelsky, would indicate that the incidence would drop dramatically. Also, will the noble Baroness comment on why tobacco consumption is back on the increase in Ireland?
