My Lords, will the noble Baroness explain how that is different from the situation in which this Bill will leave us? A power is being given to the Secretary of State and at any time he or she may choose to exercise it. The point of the amendment is to tease out from the Government how we are to know. Will this be sprung on us out of the clear blue sky, or is it to be announced on the ““Today”” programme, as so many things are? How are we to know how the Secretary of State is thinking about this?
