Council Tax (New Valuation Lists for England) Bill

My Lords, as my noble friend has suggested, would the Minister consider a longer period—perhaps a period of three years or five years—before such a report were made? Surely it would be in the interests of transparency, forewarning and stability if the Secretary of State shared his views periodically—as I say, every five years—on where the land lay as regards revaluation. At the moment, as the Government would have it, this is an entirely arbitrary decision.
