Does my hon. Friend agree that, as I mentioned to the Minister during the passage of recent planning legislation, one problem is that the PPGs and, for that matter, the PPSs have been published and imposed subsequent to the adoption of local plans by local authorities? Where it is possible for a local plan to be based on the PPG and to take into account the latest manifestation of the Deputy Prime Minister's thought processes, it is possible to alleviate the problem, but it is not possible to do so retrospectively.
