Electoral Administration Bill

There are other organisations. I should perhaps have said that I am not certain why we are ruling out, for example, electoral registration officers getting together. Local authorities would be perfectly entitled to oversee this function. My concern arises purely from the fact that the Electoral Commission is marked down in the Bill as the one authority mentioned, but there are others. Harriet Harman has already said in the other place that there could be other organisations.
