Electoral Administration Bill

I shall make two points that tie in with various things that have been said. I am prompted by the noble Lord, Lord Campbell-Savours, who asked where the evidence was. There is no evidence because we do not have a mechanism for finding it. That is one of the arguments for the scheme: it would be able to determine that. There are other arguments for introducing the scheme, but it would address that point. However, to carry out that check effectively, one needs unique personal identifiers. That leads us into matters that we will discuss later, but it is worth putting it on the record now.
