I am grateful to the Minister for his generosity in giving way. Will he turn his mind to clause 60(4)(c), which gives Welsh Ministers power to exercise any function"““on behalf of any person””?"
Would that give a Welsh Minister the power to exercise a function given to him on an agency basis by a UK Minister, for example?
