The Minister can probably explain the previous legislation better than I can, but my understanding of the Environment Act 1995 is that the agency shall consist of not fewer than eight or more than 15 members, of whom three shall be appointed by the Minister and the others by the Secretary of State. I am not aware that the previous legislation was so specific as regards parish councils; I do not think that they were mentioned. The Minister might prefer to answer that point rather than leaving it to me.
