London Olympic Games and Paralympic Games Bill

I rise to support the amendment and to make two points. First, following on from what the noble Lord, Lord Borrie, said, why not include consultation on the whys and why nots? It would seem to be very helpful and not in the least bit damaging. Secondly, it is important that throughout the phrasing of the Bill there is a tacit understanding that all questions that arise from it, and the interpretation of answers, will have to be made under severe time pressure. It will all be over in 2012—finished, gone—and, wherever we are, decisions on whatever changes are necessary will need to be made under significant time pressures. Noble Lords will know that there are few things more demanding in life than operating and making decisions under time pressure. The Bill should be shaped in such a way that it allows the people who have to make those decisions to have a clear understanding of the parameters.
