Identity Cards Bill

Proceeding contribution from Alistair Carmichael (Liberal Democrat) in the House of Commons on Monday, 13 February 2006. It occurred during Debate on bills on Identity Cards Bill.
The hon. Gentleman was asked by the hon. Member for Tooting (Mr. Khan) whether he could confirm that schedule 1 could be altered only by way of primary legislation. He confirmed that that was the case. Has he considered the effect of clause 3(5), which states: "““The Secretary of State may by order modify the information for the time being set out in Schedule 1””?" Does he wish to reconsider the answer that he gave to his hon. Friend?
