Identity Cards Bill

I know that the hon. Gentleman was a lawyer, but we are not talking about commercial confidentiality. The Secretary of State would have to say that "““it would be prejudicial to securing the best value from the use of public money””," which is a harsher test than the generalised claptrap that all Governments have used about commercial confidentiality.
