Obviously, that is much less than the cost of implementing this scheme. Moreover, the estimate of credit card payment fraud submitted by the Association for Payment Clearing Services is about a tenth of the Government’s figure. A growing problem is ““customer not present”” fraud, which identity cards will not deal with at all
