Identity Cards Bill

Does the phrase in the Government’s amendment, "““an obligation imposed by an Act of Parliament passed after the passing of this Act””," include an order made under the Legislative and Regulatory Reform Bill, should it become law? It will be enacted after the Identity Cards Bill, so if that phrase is included the Minister’s assurance will be worthless.
