My Lords, I must declare an interest. My family has a sizeable dairy herd and we recently had a large number of TB cases, for which we have received compensation under the old system. I fear that we may have further cases, compensation for which will fall under the new system. Therefore I cannot claim to be a disinterested outsider, but I have, I hope, applied a lot of detachment to my arguments, which I hope are sound rather than merely emotive. I have already made my primary point in a letter to the Minister, so he has had warning of it and can deal with it—I see he is shaking his head. I wrote to him a week ago.
