Clause 232(2) perhaps does not have logic on its side, but it certainly has clarity. I give the Minister that. I do not feel particularly strongly about this and, subject to any other representations, I am not going to pursue it further. I believe that the argument has been made for a larger group to be caught because one can envisage circumstances where there will be genuine cause for concern and, indeed, where liability should rest. I beg leave to withdraw the amendment.
