The noble Lord said: I am not quite sure why I am speaking to this, except that, when it comes to admitting to human error, it is best done by a junior Minister. Subsection (4) should of course provide that the votes of members with a personal interest direct or indirect in the ratification are disregarded if those members vote ““in favour of”” rather than ““against”” the resolution approving the ratification. The amendment corrects that error. I beg to move.
