moved Amendment No. 226:"Page 98, line 28, leave out ““against”” and insert ““in favour of””" The noble Lord said: I am not quite sure why I am speaking to this, except that, when it comes to admitting to human error, it is best done by a junior Minister. Subsection (4) should of course provide that the votes of members with a personal interest direct or indirect in the ratification are disregarded if those members vote ““in favour of”” rather than ““against”” the resolution approving the ratification.
