The noble Lord was quite right to congratulate the draftsman before and he should continue to do so. The clause is absolutely clear; I do not know what else it could mean other than what it plainly means. I agree that that is what the noble Lord’s amendment would also say, but it says it with far more words. The Committee may feel that we have enough words in the Bill as it is, so, helpful though the suggestion is, it is not one that I am minded to accept.
