I should just like to defend the rail freight industry. Perhaps the noble Lord could tell me when the last major railway strike was, affecting rail freight. I do not think that there has been one since privatisation. There has been the odd strike on the passenger services, but for rail freight there has been virtually nothing and I do not think that should come into the consideration.
