I do not think that the Minister is right in his argument about cost. Significant savings would arise from defaulting to electronic communication and, as the noble Lord, Lord Hodgson, said, adopting my approach would add only a modest cost. However, overall, there would be a significant saving from defaulting to electronic communication so the cost argument does not apply. Meanwhile, I beg leave to withdraw the amendment.
