I thank the Minister. The purpose of the amendment was, not to argue that Clause 92(1)(c) could not be important, but that it could easily be circumvented by this device. If it can so easily be circumvented by the creation of the new plc, what does it achieve other than cluttering up the Bill? This is a technical matter. We shall not ask the Minister to return to it this afternoon, but we will take advice from practitioners and perhaps seek to persuade him at a later stage that the provision is superfluous.
