Amendment No. 83, which is grouped with Amendment No. 81, is in my name. The noble Lord, Lord Hodgson, has already drawn the Committee’s attention to the subtle difference between the amendments, the subtlety of which escapes me. However, we support all the arguments he has advanced; the difference between the two amendments is entirely accidental.
