So am I. However, I am grateful to my noble friend for her helpful illustration. I am not speaking on behalf of the Government, but at this point she is being extremely helpful to our debate and I am grateful to her.
What we envisage with the ODA is not dissimilar to the issue of urban regeneration corporations—that the planning committee for the ODA is extended beyond the membership of that body. It will take membership from outside its formal structures because it will require additional expertise. The negotiations with the ODA to which noble Lords referred regarding the land developers will take place on the part of one group of officials working on behalf of the ODA. The decisions will be taken by the larger body which is separate from the work that is done and the officials acting on behalf the ODA at the lower level. That is where the Chinese wall will be erected for the public good.
I want to meet the noble Lord’s anxieties over how that might work. It is easy to assume that the concept of ““involved”” might refer to anyone, but in practice we are clear what the ODA’s planning committee will look like, the level at which it will operate, and the negotiations and setting up of the issues will be by individuals who will not be involved in that final decision, but will merely present the position.
