I join the noble Baroness in seeking an explanation of the provision. Everybody involved in local government knows precisely what the word ““interest”” means. Indeed, everybody across government and elsewhere knows precisely what it means. However, the word ““involved”” is an entirely different matter. Every member of the ODA acting as a planning authority will be involved. You cannot be a member of a committee of that kind taking such decisions without being involved. The term ““involved in”” comprises loose drafting; a more precise term would be desirable.
