The noble Baroness said: I make it absolutely clear from the outset that this is a probing amendment. Amendment No. 11 seeks to amend the schedule. Paragraph 20 states:"““A member or employee of the Authority who is involved in—"
I seek to understand the words ““is involved””—"““the exercise of the Authority’s functions in relation to land may not participate in deliberations or decisions of the Authority acting as a local planning authority in relation to that land””."
Of course, I accept the importance of separating the land functions from the planning functions. However, the term ““is involved”” seems to me rather wide. I might have expected the term ““have an interest in””, though that may be too narrow. I want to give the Minister an opportunity to explain the provision, which may seek to replicate arrangements in local government as closely as possible. I hope that the Minister will explain whether the word ““involved”” is capable of being interpreted in a very wide sense, or whether one would need to be very closely bound up with the relevant matter to fall foul of the provision. I beg to move.
