London Olympic Games and Paralympic Games Bill

Obviously I am not making myself clear. I will not ask the Minister to come back on the point, but I owe it to noble Lords to try to clarify precisely what I am asking for here. On Clause 22, this is the way in which amendments work. When tabling a probing amendment, you have to propose a deletion in order to have a debate. I hope that I have made it clear that that was in a category quite different from issues such as travel allowances. I understand that there will be enormous contracts. I may be wrong, but I believe that the undergrounding of the power lines will be in the order of £2.75 billion. I appreciate that you do not sign a cheque for that without thinking very hard and being accountable. My question was on how this would operate and at what level the Secretary of State is likely to be involved. It may be that the Minister has given me a commonsense answer, that we will see how it goes—
