The Minister gives the impression that he has made concessions, but this is his message in the Labour party briefing:"““Is this a climb-down by the Government? Definitely not. Isn’t this a watered down bill from your original proposals? No. The Bill does essentially what was originally proposed.””"
Does the Minister accept that at least he is saying that we are back where we were the first time around, to all intents and purposes?
