My Lords, I am grateful to the noble Lord for his intervention. I go back to the road safety casualties. If everybody arranged their schools and businesses to start an hour earlier and we kept the same time, it would have the same effect. We either change our getting-up and going-to-bed habits or we change the clocks if we are going to gain the benefit of reducing accidents. Nobody has shown much sign of wishing to change their normal patterns of business life or schools or anything else.
